Book: “L’Etat digital: Numérisation de l’administration publique et administration publique du numérique” (The Digital State: Digitization of Public Administration and Public Administration of Digital Technologies)

Dr. Nguyen Thi Hoa, a Senior Legal Counsel at Lawrel, has contributed the chapter “État digital du Vietnam” (The Digital State of Vietnam) to the book “L’Etat digital: Numérisation de l’administration publique et administration publique du numérique” (The Digital State: Digitization of Public Administration and Public Administration of Digital Technologies).

The general concept of the “Digital State” is sometimes mentioned in the United States, although it is not commonly used worldwide, unlike concepts such as “open government” or “open data.” However, the concept of the “Digital State” is essentially the foundation of a new paradigm of public action. Empirically, a digital state model is taking shape, applied differently across sectors that are particularly characteristic of public modernization.

The case studies examined in this work relate to very specific aspects of modernization projects undertaken by states, addressing issues such as: electronic identification, cybersecurity, instrumentalization of management models, consulting, support for cultural change related to digital tools, data status, and evaluation of digital modernization plans.
